This guy is also claiming to be in Little Rock, AR using the name Vince. He’s from Australia, early 60s, was born in France, mother was French and father was German. He’s a civil engineer, has a 26 y/o daughter in college who is getting married soon. We emailed each other and many of his responses were rather juvenile, not consistent with the dialog and he wouldn’t answer my questions. He also claimed that honesty was so important to him! He asked what time he could call. I told him 6:00 pm. He would only call late at night. I never answered and blocked all communication.

Sounds like you did the right thing. If your gut feeling tells you it's a scam then it probably is.
