Criminal liability for fake profiles

When reading this forum, a common subject which comes up is websites using fake profiles or sending fake replies to earn money. If websites do this they must surely be breaking the law because they are earning money through deception. To the best of my knowledge I have not heard of website owners being prosecuted for this practice. How are websites able to get away with using fake profiles if prosecutions have not occurred? Does anyone know of instances where civil actions have been taken against website owners?
