You refer to the bill as a mess, but openly state the one thing the bill is meant to do: Inform the user. It has been found that many people assume that their dating site already performs background checks. This makes people aware of whether or not the company does, making people more aware of the fact that they need safety precautions. I think this is important considering the increase in assualt and sexual assualt cases where victims were found through online dating. As for your last point, when you meet someone face to face, you realize that they might be shady and dangerous, which is something you can't do online.

What we don't want are people to feel over secure and think since a criminal background check was done all will be ok. We can also ask, what is the quality of these background checks, how far do they go and who does them?

If someone wants to cause problems on a dating site it would be easy for them too create a membership under an alias or signup as someone else. Would this get caught? From my understanding it wouldn't necessarily happen under a criminal background check. Maybe some sort of user verification to verify, they are who they said they are, before a criminal background check is done.

It is important to inform the user and maybe these things should be done when they signup for the service and not with every single piece of email sent to a New Jersey member.
