Here is the US dating sites charge by the month, this is very practical because American women are indecisive and flighty.
When I go to Russian or Ukrainian dating sites they charge by the credit. Any site that charges by the credit is a scam.
Does anyone know of a legitimate website that does a monthly charge where I can find a Russian or Ukrainian lady to marry?

I do not think that when you come to have a dinner to some nice restaurant you get your steak for free. I used a few sites and now know for sure that it is possible to find a nice Slavic woman with serious intentions to get married only on paid sites.
